Hot Tub filtration system

We have a domestic jacuzzi with the papper filter system. It is a 6 person. It is used in a small commercial setting (small club) probably used by 30 - 40 different people each week. It is sugested that the filtraion system we have is illegal, we need a sand filtration system. Is this correwct or was the person just after changing our system for a fee. Any links or ideas much appreciated.
