Syphonic cover saver

Hi, I've tried using the swimline cover saver but can't get it to syphone over the side of the pool. My pool is not full up yet as I haven't got the fittings in (new pool) so not filled it up because of having to remove them in any case for wintering. Is the failure to syphone because the pipe has to go too high up the pool? I've tried sucking the water up which will happen, but then the air just goes back in and it stops syphoning. How else can I get the water off the cover???? No electricity supply there till next year! Thanks Kathy.
